Critical Infrastructure Impacted: Energy (Oil), Healthcare and Public Health, Transportation Systems (Maritime Transportation Systems)
Summary: The National Hurricane Center reports Hurricane Sally has downgraded to a Category 1 hurricane after reaching Category 2 status earlier in the day. Some strengthening is expected before landfall. As of 0200 ET, Hurricane Sally is located 115 miles south-southeast of Biloxi, MS moving west at 3 miles per hour (mph) with maximum sustained winds of 90 mph. On the forecast track, the center of Sally will move near the coast of southeastern Louisiana later today and make landfall tonight or Wednesday morning.

ENERGY
Louisiana Offshore Oil Port (LOOP) remains partially operational and making deliveries from unaffected facilities; no delivery suspensions are anticipated.
HEALTHCARE AND PUBLIC HEALTH
Several healthcare facilities in in LA, MS & AL are either preemptively evacuating or sheltering-in-place based on state approved hurricane plans.
TRANSPORTATION SYSTEMS
Ports along the coasts of Alabama, Florida, Louisiana, and Mississippi are closed or under restrictions due to the impending arrival of Hurricane Sally.
WATCHES AND WARNINGS:
- Hurricane Warnings are in effect Grand Isle, LA to Navarre, FL; Lake Pontchartrain, LA and Lake Maurepas, LA, including metropolitan New Orleans
- Tropical Storm Warnings are in effect for East of Navarre, FL to Indian Pass, FL; West of Grand Isle, LA to Morgan City, LA
- Storm Surge Warnings are in effect for Port Fourchon, LA to the Okaloosa/Walton County Line, FL; Lake Pontchartrain, Lake Maurepas, and Lake Borgne, LA; Mobile Bay, AL
ACTIVATIONS AND DECLARATIONS:
- FEMA NRCC assumed national incident support responsibilities at Level II during the day shift and Level III during the night shift
- The governors of Alabama, Florida, Louisiana, and Mississippi declared a State of Emergency
